Permits and contract rules

Long-form building permits are required for structural work, additions, and most layout changes; short-form permits cover like-for-like interior work. Electrical and plumbing permits are pulled separately by the licensed trade. Landmark districts (Back Bay, Beacon Hill, South End, Bay Village, Mission Hill Triangle) add a Boston Landmarks Commission or district-commission review before exterior work, which routinely adds weeks to the front of a schedule.
Massachusetts requires a written contract for residential work over $1,000, and the contractor must be registered under the Home Improvement Contractor (HIC) program. The contract must state the total price, a payment schedule, start and completion dates, and the contractor's HIC registration number. Deposits are capped at one third of the total price (or the cost of special-order materials, whichever is greater).
Season and scheduling
Exterior work concentrates between April and November. Roofing shingles need surface temperatures above roughly 40°F to seal properly, so late-fall installs often run a hand-sealing step. Foundation and excavation work slows once the ground freezes, and spring is the busiest booking window — quotes issued in January are usually cheaper than the same scope quoted in May.
